How do you enable JavaScript?

Depends on what you want to enable it in. For IE v.6 or lower, the steps are:
Click Tools->Internet Options->Security->Make sure Internet is selected and click 'Custom Level'->Scroll down to Scripting. Set Active Scripting and Scripting of Java applets to enable to let them run with no warning, or to prompt to be asked each time if you want to see a warning.
