I'm assuming you are going to Control Panels > Regional and Language Options then the Language Tab and ticking the box for East Asian Language support. Once you hit OK or Apply, this is where it asks for your XP CD which you've stated you don't have on you. This is okay as usually the CD had copied the files you need anyway. Assuming that your windows drive and directory is C:\Windows, please tell the prompt when it asks you to insert the CD to go to this folder (mouse over to see full path!):

C:\windows\ServicePackFiles\i386\lang
-or, if that doesn't work-
C:\windows\Options\Cabs\i386\lang

It will start to copy files and once again you will get a prompt saying it cannot find a file. This time it is XJIS.NLS. Specify this time in the Copy Files from box this path:

C:\windows\Options\Cabs\I386

After some more copying, you will be prompted to restart your computer.

If you want to type Chinese characters using an English keyboard, you might want to look into the NJ Star Communicator software. A free trial is available. http://www.njstar.com
