He may have something like a eyelash stuck in his eye or he may be acknowledging you. It could be a way of flirting or it may just be his jester to say hi. Guess you could ask him why he is winking at you if you really wanted to find out.

some people wink because it's a habit. If he likes you, he is telling you in a very old fashion way. I wouldn't count on it
