Actually, none of those answers is really correct, because this isn't a triangle. The lengths of the two shorter sides of a triangle have to have a sum that is greater than the length of the longest side.
This "triangle" is really a line segment, because the two shorter sides are equal to the length of the longest side. So the best answer is 12 cm. But that's not really the perimeter. It's just the length of the line segment that corresponds to the longest side.
