You definitely need a business plan; a business plan will help you definite your target customers, help you think about how you are going to market, help you realize your competitors, and you'll develop projected income and cash flows too, which the bank will be interested in when you go to ask them for money.
I would also look into making your business an LLC, so people can't come after your personal assets if something went wrong. As far as taxes and getting a federal employee number, I would recommend finding a CPA that has experience with small business. The CPA should also be able to help you make your business into an LLC (Limited Liability Corporation).
