Ballack was available on a free transfer. You would want him too if he was available. Chelsea offered him the biggest salary, so he could not refuse.
Shevchenko because he's a friend of Roman Abramovich, and Roman wanted him at Stamford Bridge. That's the theory going around anyway.

Chelsea wanted them to reign at Chelsea. (which hasn't happened yet)
