check out www.hp.com and the Compaq Presario V3000Z series
at 400 or less, you have limited options. www.dell.com is another source, but i just looked and couldn't find anything for less than 550. however, you can always customize and remove items (dvd burner, ram, etc.).
in my experience and if you can afford it, you are better off spending a little more ($500-$600) and getting something more than barebones.

Try not to buy a refurbished laptop - or one that has been used. Laptop hardware is more expensive and harder to replace than desktop hardware. If you wanna reliabilty and not have to repair it often - you're best to increase your budget a little more and buy a good model. HP - Sony - stay away from Dell they break alot - but their customer service is A1

Office Depot had one under $350 ...but that's pretty rare. You may need to increase the budget to get lots of memory!
