The codes in the USA have recently changed to put the third prong (AKA ground) on the top. The reason is actually sensible,(unusual for many codes) if you should drop something on a plug that is not pushed all the way in then the ground will not spark. However if you bridge the hot and neutral you will get a spark that could easily start a fire.
When dealing with electricity it is allways a good idea to use a qualified professional.

By code it doesn't matter.

The rationale behind the ground up vs. ground down is: When a receptacle is installed with the ground down (leaving the hot and neutral up) that if a piece of metal were to fall down on a plug that was not pushed all the way in, it would short out. That situation is very unlikely, however, if a stainless steel cover plate is used, the probability increases and a ground up installation is favoured. Also when installing receptacles horizontally, the neutral (larger slot) should be installed up for the same reason.

The third prong is usually on the bottom, but I am not sure it is a code thing so much as general practice.

Gravity has the tendency to pull the plug down, this may cause the ground portion not to make a good contact,yet there'll still be power going through the plug.
Put the ground on the bottom

Brandan R is correct. There is nothing in the latest National Electric Code book that regulates which way a receptacle should be mounted even though the safest way to mount the receptacle is to have the ground on top. It is more up to the installer, and sometimes the inspector, how the receptacle should be installed.
