The Bengals are a desperate team right now, while the Ravens are in a very comfortable position. It's also a night game at home for the Bengals, which I'm sure is going to have them pumped up.
I think the Bengals win by at least a touchdown, as the instinct for survival kicks in for them.

The public is wagering heavy on Cincinnati -3 and it is driving to 3.5 if not -3 (-115, -120). The books are currently heavy on the Bengals.
I agree, Cincinnati -3, yet there was much better value on Sunday night when it opened.

There is no bigger motivation than desperation. This is the season for Cinci, if they lose this one they are likely out of the playoffs. I would pick the Bengals, they will play out of their minds for this game.
