Generally, yes. The closer you are to the equator, the warmer the climate is.

It is slightly warmer in the Southern states, but Alabama, Georgia, Mississippi, Tennessee, & The carolinas have winters too.
Florida is the warmest state in the South and it's a high of 84 degrees here in the Tampa Bay area today.

Yes, Thanksgiving weekend in Houston was in the 80's. Dallas Fort Worth saw upper 70's yesterday. Most people in Texas do not own winter coats since there is no need

For the most part. It is locational and seasonal. I live in South Florida and it is pretty nice here almost all the time.
