I don't think you mean the first child conceived after his death. I think you are referring to Charles Vance Miller of Toronto, who left much of his estate to whichever woman had the most babies in the 10 years immediately following his death.

This started the Great Stork Race. And yes, he left dollars in the street for people to pick up. He also left property to three lawyers who hated each other so they could fight about it for years to come.
