It's obvious he's either had a change of heart, is afraid of showing favoritism toward her or afraid of a harrassment lawsuit if they get into a serious relationship and the relationship falls apart.
If he's single - try to talk to him alone. Tell him how you are feeling and reassure him you'd never hurt him in anyway. (I think us women tend to forget that men can be just as vunerable and even more so then us women.) Also let him know you don't expect to be treated differently at work, but would love to go out on a few dates with him, to see if there is truly something there.
If he's married - then back away and get on with your life. It may take a bit of time to get back to feeling like you can do your job, but don't take too long and risk getting fired.

It is clearly apparent that the boss does not want to go further with the relationship. So just have to accept this or risk being pitied upon or being the laughing stock . She has to move on. Circulate and be more with office mates. I am sure there are still available bachelors among colleagues. Don't cry over spilt milk. Be brave and be determined to move away for keeps.

The superior - while having acted inappropriately in the beginning - is doing the right thing now. There is no place for romance in the workplace...it affects the work of those involved, as well as all around them. She needs to accept and move on, or get another job and exercise better judgement in the future. We CAN control our emotions...unlike the claims made by many. We are not controlled by our emotions - we only let them take control.

Attraction is only infatuation! The best thing to do is to condition the mind & gradually detach oneself from the situation. It's always best to keep proffessional & personal life separate.
