usually yes, unless certain restrictions apply. if you were not able to change schedule at least twenty four hours of your confirmed flight then you have to pay a surcharge for non-appearance. the surchage is used to penalize people with confirmed ticket from suddenly changing their minds which would actually be a loss to the airline if no passenger takes the seat which they could have sold to other passengers.

I've flown on both airlines to HK and this is the first time that I've heard of paying for a separate travel tax after buying the ticket. As one answerer said, that tax is supposed to be included in the price of the ticket when you buy it. So be wary when someone asks you for an additional travel tax. On the other hand, the terminal tax is something that you pay at the airport before boarding and is totally separate from the price of the ticket. There are certain exceptions that apply, like OFWs. They don't have to pay any terminal fees when going out of the country when their destination is to the country where they are working.

Go to Philippine Airline travel agency, they would do something to give you another tickets and reservation but an extra charge would be added..
btw..you don't gave reason of cancelled flights..Tariq might done it and the Doctor were willing to support him,another suggestion....I don't have any idea that any doctor could give medical certificate on special request and have no records on their office of being sick at the time. or maybe I am wrong... the best advice that I did was the same by going to PAL office directly..that time like Maganda mentioned....maybe others have another solution..
It happens all the time so just do what you think is the best and same wish..have a nice flight....

I had the same problem so I give you the solution. Go to a doctor and get a medical certificate that you are sick and unable to fly then go to the Phil air office and get it done. I did it three times on a single occasion and when I went to the Phil air office third time they said now you must fly coz we will not accept medical certificate any more so I flew coz I think that was enough and even after three weeks expiry of my ticket they still let me fly. Same with China Air (Taiwan) and Japan air.

Yes, you can simply request for the change of schedule. But I am sure, you are required to pay additional fee as service fee.
