Should I dial 00 before the actual number? I have seen the sign of + before some international numbuers, what does it mean?

For all international calls from India, the number should be prefixed with 00.
+ sign can also be used instead of 00.

To dial from India to the USA it is 1+ the area code then the number. From the US to another country it is 011+the country code and the city code and the number.
