This error normally comes from 3 possibilities:

1) A corrupt file, simply replace the file. Takes some work and I suggest finding someone to help you with this. 10% chance of this.

2) A corrupt file, you could have a bad sector on your hard drive, this is just a small area that is damaged and you can correct this by running chkdsk /r but you need an OS disk to do this.
If you can get hold of one, place the cd in the drive and reboot, you will boot to the cd, select recovery console, enter 1 which should be your hard drive and it will ask you for the adimistrator password, just hit enter if you haven't set one. Then you'll see a prompt like this "c:>_" Just type chkdsk /r and let it run, if you just have some bad sectors this will move the information and mark those sectors as bad so they won't be used again. 30% chance of this being the case.

3) A bad hard drive, it is not unknown that the harddrive will go bad this quickly and I hope you purchased the extended warrentee from dell, because its normally just 90 days. The good news is that if it is a bad hard drive the manufacturer of that drive normally has a 5 year warrentee on the drive. Now how do you find out if it is bad? Well you can download utilities from most hard drive manufacturers but you'll need to find out what type it is inside. The utility you download should make a bootbale cd for you again, just insert the cd and reboot and it will run a test for you. 60% chance of this.

go to start, accessories, system tools and the see if you have a system restore option, if so restore to a previous setting that you know their were no errors......if you dont have that option then you are most likely gonna have to find a os cd, have you recently deleted programs for the craptop? if so will it work long enough for you to reinstall it maybe when uninstalling it deleted this certain file....good luck, i know how annoying error messages are

(lol @ craptop) try clicking start, then all programs, and try to find it there.
