There is a little ceramic plug about 1/3 along the vertical casing which is the motor control for the light replace with a new one (cheap) and buzzing stops

You need to purchase a new starter which is inside under the tube and looks like silver bullet the size of a nickle but you need to take out the old one first so you can by one exactly like it because the do come in different volts and or amps..

Make sure the ballast is tightly
mounted. Sometimes they work
loose. If tight, then replace the
ballast or the whole fixture.

New ballast cost nearly as much as a new fixture so the choice is obvious.

they usually do so either when they are about t stop working or when the starter is old, so you should start by changing the starter it is cheap and if it doesn't work get new tubes.

No, that is the transformer making that noise. You could try replacing that and the starter, if it uses one.
