1. Clean the house. REALLY clean the house. ( this includes doing all the laundry!)
2. Leave a trail of notes and rose petals everywhere she will find one, or make a trail of rose petals to lead her to:
3. A candlelit bath ( use LOTS of candles ). Lots of Flowers in vases. A note that tells her that for tonight, you are her servant. Her wish is your command. Would you like a footrub, m'am? A manicure while you soak? If she drinks, have her favorite drink ready for her.
4. Cake and a dinner would be nice. You don't have to go out, order in or cook her favorite if you know how.
Candles are cheap from the 99cent store ( or Walmart ) If you have flowers in your yard, those will do, or perhaps a neighbor would be willing to donate some from their yard? ( if you tell them why, I'm sure they would!) Or you could buy just a few. The grocery stores usually have cheaper flowers than actual flower shops. Don't get the ones in vases, just the loose flowers and use your own vases. If you don't have vases, get some from a local thrift store.
You sound like a good man to want to do something so sweet.

My friend, you are in luck, I have done this before with mY wife, and it went over BIG!!! I simply made arrangements with family for the kids to be taken there for the night. If you don't have anyone find a friend. I went to the grocery store (Wal-Mart Super Center) I picked up some fruit and chocolate syrup for no more than 10 bucks. Then I got her some flowers (not roses) Daiseys or something plain but nice. 10 bucks. I then went home and got a movie from pay-per-view (sleepless in Seattle) or any chick-flick. 4 bucks. I cleaned the house (straightened Nothing extravagant) and laid down a blanket in the livingroom floor. I made up the bed and laid the flowers one by one in a heart shape on the bed. My wife came home at 5:00p.m. so time was getting close. At this time I started to cook a nice meal of meat, potatoes, veggie, and iced tea. Then at 5:00 p.m. my wife came home, I met her at the door with a blindfold, and took her into the kitchen and we ate the dinner. I then put it back on and we walked CAREFULLY into the livingroom where I fed my wife fruit dipped in chocolate and watched the movie. I then blindfolded her one last time as I walked her into the bedroom where we made love (SLOWLY) on the flower ridden bed (don't remove the flowers) except for one where you run it along her naked body. Have fun and good luck!!! Oh and all of this costed me 25.00 dollars, not bad for the woman you love. Oh and don't forget the kids the next day. hehe

Surprise your wife with a really nice dinner at home.
Make something that she never told you could do.
Follow a receipt to the letter but yet easy enough for you.
Rent one of your most favorite movies and even if you have to cry along with her. Do it. Get a bunch of pictures of you are her together of when you two were dating and cut and paste them.
Place them in a cagoule of photos, she would like that.
Also a walk down the beach or on a boardwalk would be nice especially at night. Message her feet and give her a oil message.
Go to a store in the local mall ask for some relaxing messaging oils that have a relaxing scent. Finally show her that she really matters.

clear a spot in the livingroom, turn on the fireplace or put on one of those fireplace dvds, lay down a blanket on the floor and serve her a picnic dinner. (make sure the kids are at a friends house or babysitters if you have kids) Have some romantic music on. Shut off the phone. Give her a handwritten love note (especially if your not the type to do this) and give her your undivided attention. That is really what all women want, not huge expensive gifts. Good luck!

I know, u can clean the house cook a nice romantic dinner, don't forget about a cup of coffee in the morning, and champagne for the dinner, u can also buy her a nice landerey.
P.S. we don't always need something expensive, more simple stuff, before I was surprised by gold and now I'm surprised by simple flower, but it has to be in a very special way

Early in our marriage and when the kids were younger we were on a strict budget. When my spouse wanted to butter me up he would take care of all the things that I normally would. He would just pamper me. He would run my bath, (candles & bath oils , soaps, are inexpensive) and have me go relax while he prepared dinner. Prior to my bath being over he would bring me "heated towels." Write a letter expressing those deeper feelings that express what you appreciate about her etc...
Try baking her cake yourself. Let her go spend the day with a girlfriend or family member while you do the things at home so that when she comes home all you do is pamper her.

Most the suggestions you've gotten so far seem to be along the same lines of the advice I would give you. Cooks her dinner and pamper her , get a sitter for the kids. It's so refreshing to see a man trying to be romantic.

Well you should have some of your family members come over and if she's at work you can have a big surprise birthday party for her and if she's not going to work then have it some where else so you can surprise her!

I would appreciate if you surprised me with a home-cooked meal, candlelight and wine, followed by a bubble bath and a full-body erotic massage. Pretty inexpensive. It just takes a little effort. Good luck.
