The nature of anything that can be abused is that it will be!

Unfortunately no. The nature of many people is to be lazy and get the most they can for the least amount of effort.

That's why charity needs to go back to small organizations that receive private contributions. Even with the amount of money that the government steals from us, we Americans are still very charitable people who donate to organizations in which we believe.

In a private charity, it's much easier to see whether or not someone is really trying to fix their life. You see them face-to-face on a regular basis. When a check is mailed to your home, how does anyone know whether or not you're trying to stop leeching off of your fellow citizens?

Also, if they start allowing people to abuse the system, people will stop donating.

It worked for centuries. Why would anyone think that the government could do a better job?

No there isnt.
This crazy guy came into my work yesterday ranting about how the city of Bristol condemned the house he was renting. So he had one day to find a new place to live and a week to pack his stuff up. Now in return for this inconvenience the city of Bristol is paying for him to store his property until he finds a new place, and moving it for him, also they will pay the difference in rent from the old place to whatever new place he finds for up to 4 YEARS or 10,000. Now previous rent in the slum was 450 and his new place is 850 with all utilities included even cable. So the city of Bristol is paying that extra 400, even though, his previous slum he had to pay those utilities himself. To make it worse he was bragging about how in the spring, he is going to an energy assistance program to get back at least 500 bucks because his energy bills, electric and heat, is included in his rent.

They are all abused by people like this, who not only abuse it, but take pride in abusing it.

A better question is: Is there any Federally run social program that is not unconstitutional?

The answer to that is: NO!

Per the 10th Amendment, all the federal social programs are illegal spending of the peoples' money, because it is not a specified power of the government to do so. This includes all of the pork barrel and other government spending that isn't specified (explicitly or implicitly) in the Constitution or Amendments.

There isnt any program that is not exploited to the fullest by the maximum number of people who can figure out how to benefit from it. This behavior is not limited to social programs. For example, US taxpayers are suffering the expenses and GIs are dying in Iraq so that war profitters like Halliburton, major oil companies, and other right wing warmongers can profit financially from the war.

It is all part of Bush's Compassionate Conservative programs. Which means in part, that not even local Fire depts can ask for their boot donations in public streets, I seen a Veteran with a sign saying, he would work for food, under the composite views, Bush had made this against the law.
