Hard way: Right Click on My Computer. Go to Hardware Tab. Go to Device Manager. Go to Sounds And Devices..See if there is a sound card listed there.
Easy Way
1) Is there a speaker icon on your taskbar?
2) Look behind your PC for three holes coloured, green, pink and blue..!!

I think u r a new user. Ok to be sure u have hav a soundcard
First look at back of ur CPU box u will find Three point(Green,Pink,Violet) to connect u r sound device (speaker,Microphone) etc .Actully almost all the pc comes with a sound card.
If u mean to say ur sound card driver is installed or not than
Go to Control panel-sound and audio device -dbl click it-is ur vloume bar is highlited than ur driver is installed.
Else try to install it (Ask a tec person to do this for u)

Go down to Sound, Video and Game Controllers
You should see your sound card listed there

go to system tools and then see device manager if u have a sound card it will show there....dont wory all pcs have sound cards atleast an inbuilt 1 comes in the new 1s since like 2 years

If you go to start menu - programs - accessories - system tools - system information you should be able to find out what sound card you have.

if your pc has a speaker jack input (not on your CD/DVD drive) it has!
to verify if it is installed:
right-click on my computer, click on properties
on the hardware tab, click on device manager
there you will see all available harware, if your "Sound, Video, ...."
has a "?" maked on it, you may need to find your device driver

your computer needs to have one. when it starts up do you hear the dumb windows sound? Go into your settings and control pannel and mess around.
