First thing that comes to mind is that when I was 13 I had to ask to use the computer we had at the time. Which ran on Windows 3.1, LONG BEFORE internet was readily available.
My youngest cousin is 13, she has her own computer, but it's not hooked up to the internet. She uses it for writing papers for school, creating pictures, music, and games. If she needs to use the internet she uses her mom's computer.
If the only reason you want your own computer is so you can access the internet, then I would say I agree with your mom. There is so much out online that it's hard for someone your age to filter through all of it to know what it truth and is a falsie. If you want a computer to keep up with your own papers and things like that then I would say why not, if it's in your parent's budget. Remember, computers are expensive.

It's getting close to christmas and there are internet security programs with "parental controls" built in and your mother could monitor your use .. if someone would just be nice enough to buy your mother a nice christmas present.
I can imagine someone here would love a T-shirt that says on the front, "I'm with paulp", and on the back, "paulp's with me".
