Basically can you shoot a ball out of bounds, say from the side would be the best possible shot. If he makes it does it count as a 3 pointer or is it a turnover???

no it would not count....it has to be inbounded and touched by someone in the field of play be for it can count.

It's a turnover because he's standing out of bounds while he's shooting. The shot would not count.

the only way it will count is if one of his teams mates puts the ball in the basketball (i.e. a dunk or tip) but if the person out of bounds shoots and makes it it doesn't counts bc he's out of bounds.

No, it wouldnt count, but you could bounce it off an opponent, hop in bounds and then shoot it. Although, i don't think your teammates would appreaciate that.
