Ingredients:
Water
Flour (one part flour to one part water)
Strips of Newspaper, about 1 inch wide
Directions:
Mix flour and water in a large bowl (2 cups of each is a good amount with which to start) until it makes a smooth paste. Dip in the newspaper strips, one at a time, remove the excess paste from your fingers and lay the coated newspaper on the form to be papier mâchèd. Smooth out the wrinkles and continue to place coated newspaper over the surface until completely covered. When the surface has totally dried, paint your own design using acrylic or poster paint.

I will link you to a tutorial for pinatas. I prefer to use no flour. I just use equal parts Elmer's white glue and water. The glue dries clear and there is strength. Use a small paintbrush to apply. You only need 4-5 layers for a pinata. You don't want it too strong or it will not break easily. Use balloons, shape newspaper into a cone and tape, etc. to come up with basic shapes to add to your pinata idea. Good Luck!

paper mache is done by soaking newsprint in a mixture of glue and water, i normally use pva as it is water soluble.
you get the print real mushy and place it over a form like a balloon until it is thick enough. then let it dry and then paint it
the form just gives it the rough shape you just add pieces to give it details(you do it before the mache on the form is dry) like ears and feet.
you can stick card board tubes to the balloon before you put on the mache to act as feet. after all the other parts are done,you can stick a piece of rope to the end to become a tail.
