Do they count as two people? 'Cause really it's just like sticking your arms together with glue.

Like, if one gets charged for murder, do they have to build a brick wall around one of them and they can walk around in prison?

The thing which struck me when I saw your question is that they must be down on all records as having been born simultaneously. Normally with multiple births the precise time of delivery (to the nearest minute) is recorded, with the result that one of the babies delivered is the oldest. This can have consequences in law for things like inheritance or establishing who is legally the next of kin of a patient. I suppose with Siamese twins they just argue the toss between themselves.

As far as your hypothesis is concerned, by the time they are old enough to be charged with anything (ten years old) they will have been physically separated. Just as well, as if you had to incarcerate one, the other would complain that his human rights were being interfered with.

A very thought provoking question which deserves a more thoughtful answer than any of us have managed to come up with so far.
I suspect that it would be classed as special circumstances, in the nicest possible sense of the definition and that were it to have happened in England for example they would both be sent to a special wing in an open prison.
They could not easily escape and disappear into the general population, neither could both be expected to serve a serious penal code sentence.

thats acctualy a pretty good question!

how is it handled legaly? i would assume that if one of them had a hand in a muder the other would likely be charged too as an accessory to murder, but then when parole hearings come around there may be a problem as murder carries a heavier penalty than accessory
