There are 2 reasons :
1) The power supply doesn't have earthing. So u need to call the electrician & get the supply with earthing or proper grounding. U can do urself as a temporary solution. Get a wire touching the body of your monitor & CPU & connect the copper part to somewhere metallic part or ground with a iron rod.

2) This happened due to electro-magnetic charge. mostly in monitors. If you are totally isolated from ground then your body will be charged & when u touch the screen the charge will flow from the monitor & u will feel a sweet electric shot.

An older style CRT monitor? It is normal, but if this bothers you, grounding it by running a metal wire from a metal or not carpeted floor to the surface of the computer box and monitor.

properly I particularly have had an analogous undertaking earlier, in case you're able to have the flexibility to very intently straighten the pin and not brake it is going to artwork, if it breaks i do no longer think of it is going to artwork, lacking pins on a CPU isn't optionally available...
