Darker blues and plum colours are lovely with blue eyes. Try a navy or midnight blue to line under eyes and then line upper lash line. Use a Q-Tip to smudge lightly then use another Q-tip dipped in powdered eyeshadow (select a shade of blue that can blend with liner). Next dust brow bones with a neutral white that has a slight shimmer to it. Contour where the eye socket begins with a gray/blue (blending is the key!), fill in eyelids with a medium shade of plum. Use an eyelash curler and two coats of mascara top and bottom. Keep colours more subtle for day and more dramatic for evening. Good make-up brushes are a must!

The way I was taught at beauty school is to use a shadow / eyeliner the opposite colour to that of your eye on the colour wheel :

I am green eyed, therefore I should be using voilet eyeshadow, your blue eyes would be complicated by an ochre or gold shadow.
Also using white liner on the inner eye rim is good to make eyes appear larger.

Masscara to bring those eyes out, light blue eyeshadow, a navy blue outfit and some perfume. I recommend "cool water"(that's the name of the perfume) Trust me, sometimes the first thing people ever notice is their eyes.

brown eye make-up is really good with blue eyes as it makes them stand them out even more. Black is a bit to harsh i would again go with brown mascara.

Dark blue eyeliner smudged with a brush along the upper and lower eyelids. Add a touch of frosted v.light brown shimmer shadow on top of eyelids first...works for me!

Use a light blue eye liner in the insides of your eyes...outside you can use almost any tone of shade... black mascara.
