Yes they come standard and if yours is missing it is easy enough to get a replacement.
And to all those non smokers out there Cigarette lighters in cars have other uses.
I have several in my van that have never lit a smoke but get used all the time for SAT nav charging phones, on the road tyre pump the list goes on.
So instead of condemning some one for smoking stop assuming and keep an open mind.
My mate sells all kinds of Ford spares, as for the joker who thinks Fiesta are crap I saw one chew up and spit out a Nissan skyline at Santa Pod.
We had one and it was a great little car and if it was so bad it would not have been stolen twice.
There is even a fiesta owners club check the crewchiefs-pitstop for resources

The later Fiestas had a power take off socket, which is a Ciggie, Yahoo dont like the word ***, they think you are talking shirtlifter or some such, lighter without the bit what gets hot.
If you want lung cancer which killed my mother, simply fit a cigarette lighter assembly from another model in place of the Power Socket, If the Power socket has a metal inside it may be possible to simply use the removable gatting hot bit of a Ciggie lighter in the socket bit it could melt of catch fire, both options safer than actually light up a ***.

All fords from 1986 have cigar lighters fitted as standard, before that they were an extra you had to pay for except luxury models

As long as it's not a base model a lighter should come as standard.

A base model will have no letters in the model title ie: L, LX or iX (that sort of thing)

yes....the wiring to the cigarette lighter is therealready and thats behind the ash tray. normally the colours are brown and red/orange. easy to fit. you may have to drill a hole in the dash to fit the unit.
