This debate has rumbled on ever since I was a child in the 1940s.
The Pathenon Marbles should be returned to the city of Athena immediately.
The theft of the Pathenon Marbles from Athena has been a sticking point and a serious wound in the relationship between Hellas and UK.

The Elgin Marbles will not be given back without a lot of politics, with the Greeks.
The reason they were taken from Greece by Lord Elgin was to save them as the Greeks were destroying them.
Lord Elgin considered the Greeks were not capable to preserve their national monuments - half of Athens and Greek villages were built from stone robbed or removed (dismantling) from the Acropolis and other ancient monuments, same as the Egyptians dismantled the pyramids to build Cairo.
They were given a full set of copies later, but the originals remain in London.

When they finally reach the bottom of the hill and come to a Level playing field where they will eventually stop rolling. At that time we will be able to catch them and enter into negotiations to give them back to their rightful heirs. No one should have all the marbles.

Elgin ?
The main concern of the UK government was the initial proposal to have them diplayed outdoors. As you lilly know, the air quality in athens is terrible and they would be corroded within 50 years.
They will be handed back when the new museum is finished so they can be housed indoors.
