It will run, but not smoothly. But you can use the lower quality settings for both games, especially Half Life 2, because it needs a higher system requirements.
For UT2004, I think you can run it quite smoothly in medium settings.
I also recommend you to visit www.tweakguides.com, it contains many tweak to optimize the game settings and performance.
By the way, here are the system requirements for both games:
Half-Life 2:
# Processor: 1.2 GHz Processor
# OS: Windows, 2000/XP/Me/98
# Graphic card: DirectX 7 level graphics card
# Hard Drive: 4.5 GB
# Memory: 256 MB RAM
# Other: Internet Connection, DVD-ROM Driv
UT2004:
# Pentium III or AMD Athlon 1.0 GHz processor (Pentium® or AMD 1.2GHz or greater recommended)
# 128MB RAM (256MB RAM or greater recommended)
# 5.5GB HDD space REQUIRED
# 8X CD-ROM or DVD
# Windows® compatible sound card
# 32 MB video card required (64 MB NVIDIA or ATI hardware T&L card recommended)
# DirectX® version 9.0b (included on game disc)
# Internet (TCP/IP) and LAN (TCP/IP) play supported. Internet play requires a 33.6 kbps or faster modem (broadband recommended)

It won't work properly. The games you mentioned are graphics intensive. Your PC will soon start crying in agony if you play them on high resolutions. I say, go for an upgrade of the video card, processor and RAM to play these titles smoothly.

You should probably upgrade your memory to at least 512. Because having more memory is removing the glitches or the slow movements. Playing half life needs more detail and memory.

Not really you'll see some glitches and slow movement... sometimes it would go all black and load in a sec or two.

It should.. if you're going to buy these games and not sure if they will run.. why not try demos first?
