You've got to bear in mind that if a person has a pay-as-you-talk mobile phone, then there is no reason any mobile phone company will have a record of a certain numbers name and address, and no reason why it would be a current valid address, so short of ringing the number up and asking "to whom am I speaking?" your chances are next-to-zero.
If a person has a contract, then the mobile phone company has to have a valid name and address to send the bill to, so this information would be traceable. There are only three kinds of people it is traceable by though - and only one of them is legal - by the police during the course of a criminal investigation. They can extract quite a lot of detail from your mobile phone during the course of any enquiries. Tony Blair (and any other govermental department) could probably do it too, since they are already experts on CCTV, surveillance and general snooping on the public at large. The other way is assuming you had a friend who worked for a mobile phone network company in the customer service department with access to the records on computer in order to take enquiries, but if you start looking up people randomly on computers like this and passing it on then you are breaking the Data Protection Act - and probably several other privacy laws too, criminal and civil.

Why do you want to trace the owner of the number?
You could be a stalker, a murderer, someone who wants revenge, you may have made a mistake and hurt the wrong person.
You could cause all types of misery.
It is for this reason why I am glad that possession of a phone number does not easily lead you to a person's address.

A reverse cell lookup service I have utilized is http://www.goobypls.com/r/rd.asp?gid=538
Enter the number in the framework and they will let you know a great deal of informations about the telephone number and the person who claims it.
In the event that they have extra subtle elements you will need to pay for the report. If you need to reverse lookup one phone or area line telephone number you will be charged about $15 yet in the event that you have to reverse lookup more than one telephone or cell number you can get a years access to their database.
Free reverse telephone lookup destinations generally provide the most essential of information, for example, name and it works just for landlines. To get further information, cash will must be paid. The free searches don't provide considerably more than what might be found through the telephone directory.

Don't think you can secretly trace.
My friend pretended she was one of those annoying sales calls people to find out the name of a person on her hubbys mobile. She said "Hi this is ............ from 02, can you just please confirm your name for me before i continue".....
It worked for her. The girl just gave her her name and that was that. She also managed to get out of her the lasses address, so depending on how far you want to take it.
You need to be convincing though!
