On the USA side, there is no law preventing you from doing that. And, sorry, but why would any non-US resident or national, have a social security number? As for how much you can put in your account or whether you pay taxes on interest, again no restrictions from the US side. You should look into what your own country's law allows. Be aware that you cannot use that as grounds for a Green Card and expect some scrutiny from the Homeland Security Ofiice (for terrorism watch reasons).

U can open an a/c with US bank even if you are not US citizen. U need to go to the bank with photographs and Passport and the Visa copies.
