You can NOT become a japanese citizen if you are non-japanese. You can become a permanent resident after you have lived & worked in japan for several years.
Just curious, but if you are Chinese-Filipino, why would you want to live in japan?! Most japanese are very anti-Chinese & they don't think much of southeast asians either.
Nyl below is incorrect! I had a friend that was married to a japanese girl, he applied for citizenship and it was DENIED. Simply marrying a japanese girl will NOT get your citizenship. Despite all the thumbs down I may get - I am correct! You will NEVER get japanese citizenship, at least under the current laws. But nor should you want it!

The best way is to be born in Japan with Japanese parents. Any goober can become a citizen in the US. Not so in Japan. Chances are near zero for you. Sorry. But that's just the way it is. If you had a Japanese spouse, you "might" get it in 6 or 7 years. Maybe. Anyone not born in Japan of Japanese parents will always be looked at as a "gaijin". Right or wrong, that's just how it is there.

It is possible in some ways, if you are born here, if your parents or relatives were Japanese, or if you have been living here at least 5 years legally with no crime record no over stay no traffic ticket then you could apply for "KIKA" Japanese nationality to the area Homukyoku(area justice bureau).
But it also depends on the area which you belong some times the incharge could be kind and easy some time tough. You should understand some Japanese better if you could write. You will have to leave your Nationality if you become Japanese.

After the permanent resident, and how long have you been a resident of this country.
You can become a naturalized citizen, after you have proven to the Japanese Government that you have a strong ties to become one, worked and lived in Japan for a long period of time, could atleast speak Nippongo ; read or write Kanji not being married to Japanese is not a problem, even if you are a student, but it will be a long process and you need a consent from members of your family because all records of your family would be checked if they have violated some immigration laws beside you. If you are married to a Japanese, you can be naturalized too, but your spouse should provide you all the support and documents regarding tax declarations etc etc.
A child of Japanese national and foreign spouse could also be a Japanese citizen but as it explained they would have given a certain time before they can decide which nationals of his/her parents he/she wishes to choose, a priority for minor ages.
It depends now, how long you lived and worked and showed in your documents how strong is your ties in this country.. Clean records and no violations on laws are also being checked, has nothing to do with which country you came from if you proven that you could be a good and responsible citizen of Japan.
as other answerers mentioned about the adoption, if you are minor, the chance is you can become a national but you did not mentioned your age..even you get adopted, they would still wait for the right age for you to choose which national you would stay.

i also heard that too,
if you adopted by a Japanese couple
and then you change your last name to a Japanese one,
then you can become a Japanese,
but of course they also need to check many things about you, your background and how much (potential) can you contribute to the society, if you can speak Japanese fluently or not and etc...

basically they will look for any excuse for you not to become a Japanese citizen, but after you have lived/worked there for a number of years you can apply for permanent residency.
