Sometimes my mouse starts jumping up and down the screen or stays stuck at either the top or bottom of the screen. I can only control it on the X axis. It's a PS/2 Logitech ball mouse. I have cleaned the ball and rollers, and the pins but nothing works.
Even if I turn the mouse upside down the cursor jumps about on the screen. The funny thing is that sometimes it works fine.
Reinstalling Windows and changing drivers hasn't helped. I'm worried that even if I change the mouse the problem will persist. Please suggest a solution. Thanks.

If its a mouse roller problem then why does it act crazy even when turned upside down??

You reinstalled Windows before you just got a new mouse? Trust me, it's a mouse issue.

If you're sure that it is a computer problem, rather than your computer is slow, I would say change into a mouse using lasar rather than a ball. I use to clean and clean my mouse ball and it always gets dirty quickly. There is probably oil gunk deep in its gears or something. It could be the mouse ball is worn. The rubber do thin after a while. There is two optical wireless mouse at bestbuy right now one for $15 and the other for $18. I prefer to use the wired ones, though. There optical seems to last longer than my computer.

Obtain an LED mouse. Those ball mice have a way of hanging on to the smallest bits of dust and muck.
You should be able to get a cheap LED mouse with a PS/2 adapter for less than 10 bucks.

If you dont want to do that, check your current mouse again. There has to be something you missed. You may need to open the mouse all the way up and check the little black wheels attached to the rollers. One of them may be off kilter.

You effectively have a worn-out mouse. You can try to rescue it, but my advice is to just get a new one; the low cost of a new mouse makes it pointless to try to repair an old one.

You go to nearest computer shop. Buy a new mouse. Get the optical one.

Replace the mouse! They are very cheap! OR If you ask around someone will probably have a spare one that you can borrow/keep! ;]
