definition of ruthless-without pity or compassion; cruel; merciless , how do you fight against that when one side has to follow rules?

Cold you be any more vague wit this question? Your question is pointless without more context. You could be talking about anything from the war in Iraq to being a contestant on Jeopardy.

Read your history and find out why they are fighting you. Then try to mitigate these problems. Then you will not have to fight them. US leaders dont do this, and you get a quagmire such as Iraq.
