It depends on the place and material you need. If you need silk&cotton , pochampalli in Andra pradesh, darmavaram and kancheepuram in south for silk,surat for artificial rayons and suynthetics,Dhonekali and phulia in West bengal for pure cottons
Buy from a weaver direct or whole sale trader to get the best price.

I would recommend going to a Flea market or Garment District they both have really nice fabrics (you will have to look around) that you can buy for Wholesale prices.
