February will be vary cold, indeed. Hank is correct that it is warmer than January... However, the high temperature averages 39 degrees Fahrenheit (4 Celsius) instead of 36 (2 C) degrees, so I hardly call that a big difference and it is certainly still very cold, with lows at night in the 20s F (-6 to 0 C). It also snows the most in January and February, especially early February.
I recommend wearing layers, since it will likely be very warm indoors and you don't want to be stuck in a big woolly sweater all night, sweating because you didn't wear something lighter underneath (so you could take the sweater off). Make sure you have gloves and either a coat with a hood or a separate hat and coat. I hate hats, but if it's cold and windy, a hat is a necessity.
Public transportation will get you everywhere you need to go within the city of Boston. Take the train to your destination and if it's very late when you're going back, then it would be time to take a taxi (to be on the safe side, since you're not familiar with the city). A taxi will cost only $5-$10 if you're going a short distance (a couple miles). However, during high traffic times, public transportation will probably be faster.

It is quite cold here in February. There may be some snow to deal with, or bad weather. You'll be able to go outside..it will just be cold. Take a good warm coat with you...also a scarf, hat and gloves will keep you toasty.
You can take the subway, "T", to get around. Most stations if you are downtown are very close or convenient to local restaurants. I'd recommend visiting the Fanieul Hall area. There are a lot of pubs/bars there that are very fun.
Cab prices in Boston can vary. Sometimes if you are just going a short distance they can charge from 7-10 dollars. It really depends on where you are staying, going and the distance between. For example: If you stay downtown...cab fare from the airport can range from 15-25 dollars. I used to live near the airport and take a cab home from time to time after a late shift at work. I believe with tip and paying for the tolls, I'd fork over almost 25 bucks sometimes.

Of course you can go outside! It'll be cold, but it's not like a mountain top or anything where people can't even stand the cold. Just prepare! Bring lots of warm clothes, and a jacket, gloves, etc. . . . .You can take the green line, which is Boston's public train and that'll take you most places for $1.50 each way. . .Cabs are pretty regular priced for any big city. If you're just traveling around the city I would say on average it's about $10-$15.

You can go outdoors, if you want to freeze your **** off. Boston has a subway system - red line, green line, etc... A cab costs about $5 for 1-2 miles, and about $15 for a 5-10 mile trip. Hoes are in the area around Chinatown and Boston Commons.

Yeah, if anything (with the weather we've been having the last couple of years), we still might not even had our first big snow storm by then. For the most part, during a "normal" year you can expect to see a few inches of snow on the ground. Temperatures can range greatly, but expect it to be in the upper 30s and low 40s during the day (upper 20s at night).

February is the coldest most of the year. Snowy, and freezing cold.
However, we are having an unseasonably warm winter so you never know.
There are pubs and bars everywhere in Boston. You don't need to take a cab, we have a good train system.

Dude it will be very cool . I was in boston in the worst years of cold. february will be cooooool. wear warm cloths you will have fun. if you are driving be careful it will be slippery. Best public transport will be yellow cab. Cabs in boston are little bit costly as usual? do not compare with rupees. But if you rent the car it will be cheaper depending on the places you go. Renting a car will cost you less than $25.00/day but you can cover long distances and go whereever you want to go.

Most of the previous answerers write some strange things.

---But February can be stormy. Big snow and ice storms, also rainstorms. The worst are those that begin as snow then change to rain, resulting in everything being slush and slop.
---Boston has (for the USA) a good public transportation system of busses, local trains and subway (metro). DO NOT RENT A CAR (unless you wish to travel to the countryside) - BOSTON TRAFFIC IS HORRIBLE (unless you are used to driving in Delhi or Mumbai, perhaps).

Blistering cold and snowstorms. You can go outdoors if you are a penguin. Or insulated in thick woolens from head to toe. Cabs in Boston, if metered, are like cabs in other U.S. cities--about three dollars for a short ride, much more for a long one.
