I've upgraded at two different times with the same results. What must I do to correct this problem? Is there something missing that I don't know about?

Because you are using Internet Explorer :)

Have you made sure you are using the most recent version...

I recommend going to Firefox however.

IE7 has an in built large program for auto detecting the typed urls.
The earlier programs even had the same but was simple.
This version of Auto Detecting program runs like a normal other program whcih takes up ram space.

I recommend make your laptop running smoothly with plenty of ram.
or
Switch to Maxthon web broser if ur a IE lover.
Try Maxthon(my favourite) i am sure u will like it.

or
run symantec antivirus or nod32 antivrus once to make sure there are no funlove32 viruses..

or
make sure u have the right updates for the windows xp.
update your xp regularly.with service patches.

More details are necessary. With the details u hav provided, it is simply not possible to troubleshoot.
Try a reinstall if u r not sure about the exact error.
First remove IE7 from your add or remove programs and then perform a clean install again. (Presuming u r running IE7 on XP)

If this doesnt work, ur copy of IE7 installation file may be corrupt.

particular your hardware helps it yet for win xp you should transform your SATA mode to IDE from BIOS of your device. in the past doing that make a backup of your device on dvds and then do it. yet once you do no longer choose to transform your HDD interface then use oracle's digital field.
