first you must design your web site bye Microsoft front page or other software, or make HTML, PHP,asp code.
second: get Host and Domain in server. host is space in web for your file and website and domain is your ID in web. for example "www.yahoo.com"
last Upload your file in Host.
your website is ready!

You could learn HTML and code one yourself

or you could get a WYSIWYG editor (what you see is what you get), which would be to some an easier alternative to building a website. some are free, some cost money, depends what you're interested in

It's a big complicated to simply be answered on yahoo answers but if you really want to build a website then there are free information sources out there on learning how to make a website

UM...It's a little more complicated than, say, building a deck.

If you want to learn how to build websites you can start at htmlgoodies.com or webmonkey.com and go over their tutorials.
Then go to a website you like(start simple), go to view->source. Copy the code into a notepad file and save as index.htm. Keep messing with the code until it looks like something you like. You'll learn HTML as you go.

If you just want to build one website without paying someone else to do it, sign up with dreamhost.com or another host provider that offers them, and use one of their templates.
