You'll need the power gloves, found in the desert palace. Then you'll be able to lift them.

Not sure how far along you are. First you should clear the palace to the east of your house. Talk to the old man in the small house near the palace and get the pegasus boots, which will allow you to dash.

Go to the library in kakariko village. Use the pegasus boots to knock the book of mudora off the shelf, and pick it up. Take it to the desert, in the southwest corner of the world. Use the book of mudora to read the stone tablet in front of the desert palace. This will open the entrance. Enter, and make your way through the palace. In the large chest, you will find the power gloves.
