Yes. This situation is logical. All government officers, however highly ranked, are there to serve the public and have to report into public representatives, who are nothing but elected political leaders. This is how democracy works. At times, it may not be a very efficient way of managing our affairs but democracy ensures that someone who actually represents the people is actually in charge. I can understand your cynicism. Somebody once said, in a democracy you deserve the government you get!

your question is a valid one,
but in India the literacy scenario and the participation of people from the rural area are to be encouraged.
see in 1960's and 1970's there were many uneducated participated in the politics and they were given important portfolios and they excelled in their political career, but remember that was the time even though these politicians were uneducated they were committed and accounted themselves voluntarily to the people whom they voted.
They were committed to the development of the people and expressed the will of the people in true sense and not to gain any political advantage either in their political party or within the Parliament.
It not the question whether uneducated or educated politician, but it the question that are they are committed and accountable to the people. Because any politician who become the boss of an official will have rich and diversified political experience and knowledge. this experience and knowledge has to help these official to formulate a right policy with the democratic spirit.

" what is of the running when we are not in the right track"
what will happen if a educated politician is a corrupt person and spoil the Indian administration.

formal eduction is not always the best qualification for a particular job. experience is a good teacher also, for example we have some Harvard grads in Washington trying To run a war in Iraq
maybe some of our generals are not Harvard grads but this is their field and I feel they are much more qualified to run the war and get the job done , but, they can't, we have some Harvard grads who think they are smarter, but if they handed them a rifle they would not know which end to shoot from, or end up shooting them selves or some friend as Cheney did,
