Juggernaut = magic powers.
Blob = mutant powers.
Magic >> mutants
In the comics, 'magic' is 'something science can't stand up to'
Juggy wins. Your question is a great concept, but Juggernaut is just SO powerful that nothing can stand against him. I don't even think the Hulk could stand up to Juggy at full speed, when he had his full magic enhancement.
It's a variation on the old immoveable object and unstoppable force. Ideally, what would happen if they really did meet is that they would exchange roles-- the immoveable would move and become unstoppable, while the unstoppable would stop and become immoveable, thus preserving conservation of momentum

The Juggernaut has been severely depowered over the years, so he'd probably bounce off of Blob. But the Blob can be moved. He's powerful, but one can move him with enough force. The original Juggernaut, the really powerful one who simply could not be stopped, would move Blob out of the way.
Either that, or a chunk of ground the Blob was standing on would be flung away with Blob on top.

well the Juggernaught is gonna be getting his full power back soon I'm not surefor how long.but I'm the earth that blob is standing would crack rather then any major damage is done to ether of them. though I'm less damge will happen to Juggernaught.

It's already been done. Juggernaut bounced off the blubber, and Blob went flying when the ground under his feet gave way... with a chunk of said ground still attached to his feet, even.
