please explain the following: "Sovereignty is perpetual & is a supreme power of the state."?

Sovereignty is the exclusive right to exercise supreme political (e.g. legislative, judicial, and/or executive) authority over a geographic region, group of people, or oneself.

That basically says "this is my mountain and don't dare try to reach the top as you'll suffer dire conscequences" Either they have what it takes to stay in power or they'll be overthrown.
