In order to lift the water from ground level (or below) to a certain height it has to be supplied with some energy so that it moves against the gravitational pull of the earths gravitational force.

So here a motor acts as a device which imparts energy to the fluid(water) so that it moves to a certain height.the two most important pumps used to pump water are centrifugal pump and recipricating pump.in a reciprocating pump there will be a piston and a cylinder where in the piston moves inside the cylinder whereas in centrifugal pump there will be an impeller inside a casing which rotates and inside it and imparts energy to the fluid so that it moves up.the impeller is rotated by connecting it to the motor.hence a pump is required to lift the water.

But pump and motor are not required for drawing water because here, the water is moving in the direction of the earths gravitational pull.here the weight of the fluid and the direction of gravitational pull are in the same direction.so the fluid will fall under its own weight.so a pump is not required.

water falls from a elevated level due to gravity of earth&it is a spontaneous process!when we have to pumpwater to overhead tank we do so aganist the gravity.so we need a pump

you should use a windmill as you said on your question, fairly some the windmills used through ranchers to pump water from wells for livestock will be usable as they're usually rigged to in straight forward words pump at the same time as the water in the tank is low. If the water is operating, you may want to apply both a gadget universal as a "Ram" or a "water wheel" to apply power in the operating water to pump the water.

Drawing water entails working against gravity , hence we need water pump, since we are working against gravity thus we need power to do so.. drawing water downward does not need power because gravity does the work.

The reason why you pump water up, and then it flows down is because of potential and kinetic energy. When you raise water higher, you put in potential energy. When you drop the water, you lower it's potential energy, but raise the kinetic energy. Now you should wipe up the mess you just made.
