What Kind of Phone that use in the office of CTU (TV Serial 24)
is it a Cisco IP Phone or just an ordinary Phone?

They sound exactly like old AT&T office phones...were they called Merlin? I had them at a job probably 10 years ago.

Of course, AT&T has gone through breakups and mergers over and over, so who would lay claim to it now is anyone's guess.
