1.) The person being referred to is so into clothes that he looks like a girl that loves fashion.
2.) biting off more than one can chew----accepting plans and responsibilities that one's capacities and skills cannot handle,
3.) getting married at the wrong time, or in an earlier pace...

Others have the first two okay. But being "wet behind the ears" refers literally to still being wet from amniotic fluid after birth.
