or

i checked my notes so many times and cant remember how to do this

The answer is D. Using the point-slope formula: y-y1=m(x-x1), you will be able to find out what the equation is. (wherein x1 is 3 and y1 is -2)
so:

y+2=1/4(x-3)

Plug it into y=mx+b where
y= -2
x= 3
m= 1/4

Solve for b then rewrite the equation as y=1/4x+(what ever you find).
