If a rose plant truly freezes, the branches that were frozen die off. If you got caught by a surprise freeze, there isn't much you can do at this point for your plant except try to protect it from further damage. Rack up a good bed of straw or leaves all around the root base of the plant, and wrap the plant itself in burlap, then a plastic bag and secure the whole deal so it won't come off during the winter. Try to keep the worst of the snow and ice knocked off the plant during the winter. Come spring, when the frost risk disappears, take off the wrappings and rake away the root cover. Prune the bush back hard, taking off all the black/brown limbs, all the way back to anything that looks remotely green. Feed it well with a good nitrogen and iron heavy rose food, and hope for the best. If you are fortunate the root crown and any graft were not killed and can recuperate. If the grafted part died then you will have to replace it. You won't know the true extent of the damage until then.

in winter it will kill the buds and leaves but unless its really sub zero the plant will wake up in spring. seldom have i had a rose bush die of cold.
