I assume you mean French francs.
They are no longer used since January 2002 when they were replaced by euros in most countries in Europe.
Anyway 1 euro is 6.55957 francs and today 1 euro was 1.32 $
so 9,000 francs would be 1372 euro so 1811 dollars.
