I have heard that there are "web TV" devices that enable me to hook up to my grandmas computer so she can see photos we send her without requiring a PC. Anyone know about these or which one to buy?

Web TV acts like a PC in some ways but has real problems dealing with a lot of the dynamic content found in sites such as photo-sharing sites. Plus, she will still have to connect to the internet and navigate to the specific site just as you would if you were on a PC.
Really, you'd be better off creating a DVD slide show for her and sending her it in the mail if you are too far away.

I also have a touch 40GB version that I have been given some years in the past for $80. that is been on countless holidays and has saved many 1000's of pictures. All in a container a touch greater desirable than a %. of cigarettes. plenty greater desirable than hauling around a laptop! basically draw back is which you in many instances can not assessment your pictures with those until eventually you come again homestead and acquire them on your computing gadget. What I do is discover the AV cable output on my digital camera to check my pictures on the television reveal screen in my inn room basically previous to downloading them to the container.

Burn the Pictures on to a CD/DVD.
Send it across ur GRand PArents with a DVD Player.

If you have a dvd burner, and gramps has a dvd player, you can use Google's Picasa to burn a slideshow.

Otherwise, you need a video card with an output (standard RCA cables) - assuming gramps has this on their TV.

Yeah, any DVD player nowadays displays .jpegs, so just burn them to a DVD or CD.

Also, there are programs that create automatic slideshows into video, and then you could put that onto VHS or DVD.

burn them to a dvd and get her a dvd player that plays jpegs ... theyre about 30 bucks at walmart ..
