it depends on a couple of things. first, how mature is the plant,ie.how big is the root ball? second, at what time of year are you planting it? you'll have the best luck at getting it to bloom if planted in early spring. third, what is the period of bloom for the particular variety you have planted? some roses only bloom for a short time and only once per season. some have a heavy flush of bloom early and then bloom sporadically for the rest of the season. some are repeat bloomers with 2 distinct periods of bloom. and some are virtually non-stop bloomers. also remember that even tho it may bloom the first year, you will generally not get a good show from it until at least the second year --it needs a while to put down a good root system to gather moisture and nutrients, and to acclimatize and adapt to its new surroundings. remember the bigger the size of pot and rootball, the faster it will be to having a mature fully blooming plant.

its got a lot to do with where you are, if you plant them in the fall and get cold winters, they will begin blooming in june or so, if its milder in the winter it can be earlier, here in las vegas they will bloom by feb usually and be really nice till may when temps go over 100 then they look terrible till late sept. they were beautiful today but tonight it will be 28 so thats the end of my roses till feb.

If they have leaves they will usually bloom in at least a couple weeks. It depends on the type. Some will bloom continuously until frost if you keep them dead-headed which means to cut off dead flowers.
