Looks fine to me. I don't think you need the comma- no, you don't need the comma when you use the subjunctive in that way, or it's incorrect. Make a tree of the sentence or put parenthesis around your phrases or something and you'll see what I mean. Just write it as, 'What you are saying is true for all that that "that" that that "that" refers to is correct.'

Not sure whether it's the maximum, though, but I'll think about it.

hmm... you want to know how many "thats" can be used successively in one sentence? only two. and your sentence example is fine except that your "thats" are confusing me.

here's what i think you are trying to mean:

what you're trying to say is true for all that that you're referring to is correct. (i think this sentence can be better rephrased to this: "what you're trying to say is true for all that you're referring to.")
